Preheat the oven to 190°C. Peel and slice potatoes into thick rounds. Mince garlic and slice peppers. Chop the tomatoes.

In a small saucepan, melt butter over medium heat. Stir in flour and cook until lightly golden, about 1 minute. Add tomato paste and cook for another minute. Gradually whisk in hot water until the sauce is smooth. Season with salt, black pepper, red pepper flakes, and dried thyme.

Place chicken drumsticks in a baking tray. Surround the chicken with potato slices, peppers, and tomatoes.

Pour the prepared tomato sauce evenly over the chicken and vegetables. Cover the tray with aluminium foil and bake for 40 minutes.

Remove the foil and bake uncovered for an additional 15 to 20 minutes until chicken is golden and potatoes are tender.
