Bring a large pot of salted water to a boil. Add penne pasta and cook until al dente according to package instructions. Drain thoroughly to prevent excess moisture.

In a large pot over medium heat, cook and crumble the ground beef until no longer pink. Drain excess fat. Add the chopped onion, garlic powder, and Italian seasoning. Sauté for 2-3 minutes until fragrant.

Pour in pizza sauce and mix until evenly combined with the meat mixture. Add the drained penne pasta and gently fold until the sauce thoroughly coats all pasta.

Transfer the mixture into a greased 23 x 33 cm baking dish. Spread evenly. Sprinkle shredded mozzarella cheese over the top, followed by diced bell pepper, sliced pepperoni, and black olives.

Cover the baking dish with foil and bake in a preheated oven at 180°C for 25 minutes, or until the cheese is fully melted and bubbling.

Remove from oven and carefully take off the foil. Let the casserole stand for 5 minutes before portioning and serving.
