In a large skillet over high heat, cook ground beef, chopped onion, and bell pepper until beef is browned and vegetables are soft. Drain excess fat and juices.

Reduce heat to medium. Add diced provolone, cream cheese, milk, garlic powder, onion powder, salt, and black pepper. Stir until cheeses melt and mixture is well combined. Simmer for 3 to 4 minutes, then remove from heat.

Slice each sub roll in half and fill with a generous spoonful of the beef and cheese mixture.

Top each filled roll with additional provolone if desired. Place under a broiler for 2 to 3 minutes until cheese is melted and bubbly.

Sprinkle with freshly chopped parsley if using. Serve warm.
